A comparison between the dollar salaries of the

Colonial Secretary and Assistunt Colonial Secretary, incluling

exchange compensation as calculated in Estimates for the current

your, shows that the salary of the former is $18,514 and of the

latter $8,318 per annum. This gives a ratio of 2. 2 : 1. Thus

the Assistant Colonial Secretary draws a salary considerably loss

than half that of the Colonial Secretary, wherese assistant

heads in other departments draw a salary which ie more then

half that assigned to the head of their department.

(c) Preuwsably the ratio between the salaries of heads

and assistant heads of department lo fixed in proportion to the

amount of work of which the ausietant can relieve the head of

his department and it is laid down in the Instructions for the

Colonial Secretary's Of ice that "the principal duty of the

Ablatant Colonial Lecretary is to relieve the Colonial Secretary

fo far as possible of all routine work of the office". In order
